§ 34-56. Inflow and infiltration reduction program.

  • (a)

    Implementation and operation. The implementation and operation of this program shall be as defined in the Policy and Program Information Document to Reduce Inflow and Infiltration (I/I) from the Sanitary Sewer Collection and Treatment System, as approved by the town council.

    (b)

    Existing ordinances. This section shall be deemed supplemental to all other ordinances and provisions thereof for enforcement and compliance purposes only and shall not be deemed to be amendatory or recessionary with respect to same and further, any charges, fees, fines or penalties hereinafter imposed or levied shall be in addition to any charges, fees, fines or penalties heretofore in effect or which may hereafter be imposed.

    (c)

    Applicable fees, surcharges and fines.

    (1)

    Each initial inspection shall be without charge. A fee shall be assessed to cover the cost of re-inspection if necessary. Such charge is due and payable at the time the inspection is scheduled. The following charge shall be applicable:

    a.

    $0.00 for initial I/I inspection.

    b.

    $0.00 for each I/I re-inspection

    c.

    $25.00 inspections at property sale.

    d.

    For residential customers (non-rentals), a $20.00 per month sewer surcharge shall be imposed beginning 60 days after the sale of the property, change of ownership or notification of violation (if not sold) if the I/I certification of compliance is not on file with the town's clerk-treasurer.

    e.

    For all residential rentals, commercial, and industrial properties, a $ 20.00 per month sewer surcharge shall be imposed beginning 60 days after the sale of the property, change of ownership or notification of violation (if not sold) if the I/I certification of compliance is not on file with the town's clerk-treasurer. A notification of violation after the date of issuance of a certification of compliance will render the certification on file null and void until deficiencies are corrected.

    (2)

    Such sewer surcharge shall be in addition to any and all other fines levied under existing ordinances.
